Director of Compliance (USA) / BSA AML Officer at trolley | LAYIQ

1. BSA/AML & Sanctions Program Governance
Serve as the officially designated BSA/AML Officer for U.S. operations, taking primary accountability for regulatory compliance under FinCEN and state regulatory authorities.
Maintain, enhance, and implement a risk-based BSA/AML and OFAC Sanctions Compliance Program, ensuring alignment with the Anti-Money Laundering Act of 2020 (AMLA 2020) and modern regulatory expectations.
Oversee customer due diligence (CDD), Enhanced Due Diligence (EDD), Know Your Business (KYB), and Know Your Customer (KYC) workflows, ensuring compliance with Beneficial Ownership rule sets.
Manage the end-to-end Suspicious Activity Reporting (SAR) and Currency Transaction Reporting (CTR) processes, ensuring timely decisioning, thorough narrative drafting, and compliant filing with FinCEN.
Lead FinCEN 314(a) search requests and participate in 314(b) voluntary information-sharing programs to combat financial crimes.
2. Multi-State Licensing & NMLS Management
Lead the acquisition, maintenance, and renewal of state Money Transmitter Licenses (MTLs) via the Nationwide Multistate Licensing System (NMLS).
Oversee state reporting requirements, including NMLS Money Services Businesses Call Reports (MSBCR), financial disclosures, and regulatory notifications.
Monitor state-by-state legislative and regulatory developments to ensure business operations adapt quickly to evolving money transmission laws.
3. Audit, Examination & Banking Partner Oversight
Serve as the primary point of contact for state regulators, FinCEN, IRS, and third-party independent auditors during annual BSA/AML examinations.
Manage relationships with banking partners and payment networks (ACH, FedNow, RTP, Card Networks), maintaining compliance alignment with partner bank requirements.
Ensure prompt remediation of audit findings, regulatory recommendations, or internal quality control gaps.
4. Monitoring, RegTech & Risk Assessment
Evaluate, test, and tune transaction monitoring systems, rules, and alert thresholds to effectively detect evolving money laundering patterns, fraud, and sanctions evasion techniques.
Conduct annual enterprise-wide BSA/AML/OFAC Risk Assessments to evaluate emerging threats, new payment channels, and geographic exposure.
Oversee compliance tech integration (sanctions screening tools, identity verification platforms, model validation).
5. Leadership, Training & Culture
Develop and deliver role-based BSA/AML/OFAC training programs for employees, management, and the Board of Directors.
Recruit, manage, and mentor U.S.-based compliance staff, building a high-performing and regulatory-conscious operations team.
Provide actionable regulatory advice to product, engineering, and executive teams regarding new feature launches and market expansion.

NMLS Expertise
Hands-on experience navigating the NMLS system, managing multi-state licensing applications, MU1/MU2 filings, and MSB Call Reports.
Regulatory Liaison
Proven track record of managing state regulatory examinations (MTL exams) and independent third-party BSA audits.
Certifications
Certified Anti-Money Laundering Specialist (CAMS), CAMS-RM, or Certified Financial Crime Specialist (CFCS) highly preferred.
Technical Acumen
Familiarity with automated RegTech software, transaction monitoring systems, and B2B payout architecture.
Skills
Exceptional risk judgment, clear written/verbal communication skills, and the ability to balance strict compliance standards with business growth goals.
