Civilian Payroll Contractor Support to support the U.S. Army’s Financial Improvement (AFI) Program.

The Civilian Payroll Contractor provides analytical, audit, and operational support to the Army’s Financial Improvement (AFI) initiatives related to civilian payroll. This role supports audit remediation, internal controls testing, and payroll data analysis to ensure accuracy, completeness, and compliance with applicable Army and Federal regulations.

• Experience: Minimum of 7 years of federal financial management experience, including at least 3 years of federal accounting experience. Relevant commercial experience may be considered in lieu of federal experience.

• AFACTS (Audit Findings and Corrective Tracking System)

• Audit and Internal Controls
• Working knowledge of: Internal controls
• Audit concepts
• Risk assessments
• Corrective Action Plans (CAPs)
• Testing methodologies
• Root cause analysis
• Experience supporting financial statement audits or audit remediation efforts is highly preferred.
• Federal Government Knowledge
• Familiarity with Federal civilian payroll operations.
• Basic understanding of U.S. Army organizational structure and business processes.
• Knowledge of Army Financial Management policies, regulations, or guidance is preferred.
• Education/Certifications: A Bachelor’s degree in Accounting, Finance, Information Technology, Business Management/Administration, Mathematics, Statistics, Computer Science, Data Science, or a directly related field (a Master’s in one of these fields may substitute if the undergraduate degree is not related), or
• An active and current certification: one of the following: CPA, CIA, CISA, CGFM, CDFM, PMP, SAFe, or ITIL.
• Clearance: Interim Secret or above
• Desired Skills: Strong working knowledge of federal financial systems and processes, with an emphasis on audit response, and financial policy implementation.
• Ability to manage cross-functional teams and engage effectively with senior government stakeholders.
• Familiarity with DoD financial systems, policies, and compliance frameworks including FFMIA and other audit-related regulations.
