LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS).

This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Ministry of Public Health and Public Hygiene MOH/PH is undertaking the digital transformation of its human resources management and the strengthening of health professionals’ capacities, in line with the National e‑Health Master Plan 2025–2029 and the Republic Refoundation Plan 2025–2029 (Axis 2: Good Governance; Axis 4: Social Reforms).

Two major initiatives led by the Human Resources Directorate (DRH), with the e‑Health Directorate (e-HD) as technical owner, require dedicated technical assistance for:

The integrated Human Resources Information and Management System for the health sector (SIGRH/SIRH, FPR8), intended to ensure the reliability of workforce, profiles, assignments, and competencies, and interoperable with DHIS2

The national examination and certification platform (FPR28), linked to the national digital health training program (FPR26), intended to industrialize capacity building and operationalize an evaluation and certification mechanism for health professionals.

These platforms, which rely on the Ministry’s datacenter, must comply with the requirements of the High Authority for the Protection of Personal Data of Niger (HAPDP) and adhere to a framework of national ownership and skills transfer. Their daily operation, maintenance, and scaling require stable technical expertise, which this recruitment seeks to secure.

The Advisor will support the Human Resources Directorate in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.

Responsibilities

• General Objective of the Assignment
• Under the supervision of the Director of e‑Health, the technical assistant is responsible for the administration, operation, maintenance, and ongoing development of both platforms (the SIRH/SIGRH system and the certification platform). Beyond these tools, he/she contributes to improving the quality of the e‑Health Directorate’s data system functions (sovereign hosting, security, interoperability, architecture, standards, and maintenance)—ensuring the availability, reliability, security, and effective adoption of the platforms by users and MOH/PH teams, in alignment with the national health information system.
• Specific Objectives and Main Tasks
• Ensure the continuous and secure functioning of both platforms and their data to improve maternal and child health outcomes.
• Manage system configuration, updates, and Level 1 and Level 2 technical support
• Ensure interoperability with DHIS2 and other core systems in coordination with the e‑Health Directorate
• Support migration, consolidation, and quality control of HR and training data
• Contribute to compliance with HAPDP requirements, security protocols, confidentiality standards, and technical documentation
• Strengthen capacities of MOH/PH managers and administrators, and organize skills transfer to e‑Health and RH Directorates.

• The mission covers both platforms transversally: system and application administration, data quality, security, user support, and capacity building. Specific access and responsibilities are defined jointly by e‑Health and RH Directorates at the start of the assignment.

• Administer system environments (accounts, roles, permissions, functional configuration)
• Ensure daily operations: monitoring, backups, restoration, incident management, updates
• Maintain service availability and prevent interruptions (including offline/sync modes where applicable).
• Data Management and Interoperability
• Lead and secure data migration and consolidation (deduplication, quality checks, cleaning)
• Implement and document interoperability with DHIS2 and core systems, in coordination with e-Health Directorate

Qualifications

• Higher education degree (minimum Bac+3) in information technology (IT), information systems, software engineering, data engineering, or equivalent.
• Minimum of five years of experience in the administration and operation of information systems and/or web/LMS platforms, seven years preferrable.
• Experience in database management, migration, and data quality assurance
• Experience with DHIS2, health interoperability (HL7 FHIR, REST APIs, openFN), and/or digital health is an asset.
• System and application administration; backup and security management (permissions, logging)
• Relational databases; integration scripts; monitoring and incident diagnosis
• Basic understanding of personal data protection and compliance (HAPDP / best practices).
• Rigor, autonomy, service‑oriented mindset, strong documentation skills
• Ability to train, simplify concepts, and transfer skills
• Strong French language proficiency (report writing) and multi‑stakeholder coordination skills.
