PAYO Digital Bank, N.A. (“PDB”) is Payoneer’s proposed U.S. national trust bank, designed to support stablecoin-enabled infrastructure for global businesses. As a wholly owned subsidiary of Payoneer Global Inc., PDB will sit at the center of Payoneer’s strategy to integrate stablecoin capabilities into its global payments ecosystem, connecting stablecoin efficiency to the local economies where nearly two million Payoneer customers operate.

We are looking for a hands-on Treasury Operations Director to build and own the operational treasury flows of the bank end-to-end. This is a high-impact, high-visibility role reporting directly to the Chief Financial Officer. The ideal candidate will have operational experience, exceptional analytical skills, sound judgment, and a strong controls mindset.

The Treasury Operations Director will be responsible for the day-to-day management of PDB’s liquidity and the reserve assets backing the bank’s stablecoin, so the bank can reliably meet its obligations and stay compliant with PDB policy and the GENIUS Act framework. This is a build role: you will help stand up PDB’s treasury function from the ground up rather than inherit an existing one.

Subject to designation by the PDB Board, this role may also serve as one of PDB’s designated fiduciary officers, exercising control over PDB’s fiduciary custody accounts.

What you'll do

• Build and develop PDB's treasury operating model, systems, controls and processes.
• Manage day-to-day liquidity, funding activities and settlement operations.
• Oversee stablecoin reserve assets and ensure compliance with applicable regulatory and governance requirements.
• Develop cash flow forecasting and liquidity stress testing capabilities.
• Partner closely with Product, Engineering, Risk, Compliance and Finance teams to support new initiatives and operational readiness.
• Manage relationships with banking partners, custodians and treasury service providers.
• Prepare treasury reporting and materials for executive management, committees and board discussions.
• Assess treasury and liquidity implications of new products and business initiatives.
• Who you are
• Bachelor's degree in Finance, Economics, Accounting or a related field.
• 10+ years of experience in Treasury, Liquidity Management, Reserve Management or Investment Operations.
• Experience within a regulated financial institution, payments company, fintech, or digital asset organization.
• Strong understanding of liquidity management, cash forecasting, treasury operations and controls.
• Exceptional analytical and problem-solving skills.
• Strong stakeholder management and cross-functional collaboration skills.
• Comfortable operating in a fast-paced and evolving environment.
• Self-starter with a strong sense of ownership and accountability.
• Nice to have
• Experience with stablecoins, digital assets, blockchain infrastructure or custody solutions.
• Familiarity with trust banking or fiduciary custody frameworks.
• Knowledge of the GENIUS Act, OCC regulatory environment, or related banking regulations.
• CTP, CFA or CPA certification.

In accordance with New York City Law, below is the annual base salary range for this position. Actual annual base salary is based on, but not limited to: experience, education, professional licenses, location and business needs. The position is eligible for health insurance, disability insurance, life insurance, 401k plan, paid-time off, and sick (and where applicable safe) leave. This position is also eligible for a discretionary year-end bonus.
