Delivery Leader / Program Manager
Location:
Hawaii, Guam, or Greater Indo-Pacific Area
Seeking highly qualified program/project management professional to lead and expand our existing federal construction portfolio in the Indo-Pacific Region. As a global full-service firm, CDM Smith’s has been serving the US Government for over 40 years and holds multiple contract vehicles for vertical and horizontal construction projects. This candidate will foster growth in these programs through development of strategies to pre-position, bid, win, and execute new projects.
Job Description
As Delivery Leader / Program Manager, you will:
Develop pursuit strategies, including teaming partners, bidding tactics, and resources required to successfully deliver projects in highly complex and remote islands in the Indo-Pacific.
Plans and conducts work requiring judgment in the independent evaluation, selection, and application of standard engineering or construction techniques, procedures, and criteria.
Create project definitions, schedules, budgets and objectives for projects using experience in executing work in difficult locations.
Prepare detailed statements of work with associated work breakdown structures and gains concurrence and approval from internal and external stakeholders regarding various project aspects.
Assess potential project risk and outlines risk mitigation solutions. Ensures adherence to company and project management policies, procedures, and practices.
Manage project costs and is responsible for ensuring profitability. Identifies, quantifies, and communicates residual risk (time and cost).
Perform ongoing review of project status. On an ongoing basis, monitors project risks; identifies possible risks and recommends and implements risk mitigation solutions; escalates as appropriate.
Work in conjunction with team members and internal and external stakeholders to manage changes to requirements and schedule of the project.
Develops and implements project resource plan and manages the staffing of assigned projects.
Determines and coordinates the proper staffing within the project including identification of outside resources needed (subs/vendors) and ensures procurement processes are followed.
Builds, maintains and manages strong client relationships.
Ensures client satisfaction by delivering quality, on-time project outcomes as a result of good planning and organizational skills; manages client expectations.
Works collaboratively with sales leaders to evaluate potential new work and supports the scoping and costing effort.
Performs other duties as assigned.
Skills & Abilities
Extensive knowledge of industry practices, processes, design, finance, health and safety, and management.
Comprehensive knowledge of company policies, procedures, and standards, including the crisis management plan.
Complete understanding of the full range of CDM Smith services; Knowledge of financial operations, marketing and employee relations; Understanding of labor relations and associated negotiations.
Superior communication, organization, leadership, facilitation, negotiation, and planning skills essential.
Proficient business development, marketing, and sales skills.
General personal computer skills and specialized software skills including Primavera, Microsoft Project, Word, Excel, Outlook or similar software.
Qualifications
Bachelor's degree. 10 years of related experience.
Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.
Equivalent additional directly related experience will be considered in lieu of a degree.
Preferred Qualifications
Construction experience in the Pacific Region strongly preferred
Ability to travel up to 50% annually within Hawaii, Guam, Greater Indo-Pacific Area

Additional Pay Range Information
CDM Smith is committed to fair and equitable compensation practices. This pay range is a good faith estimate representative of all experience levels for the geographic location assigned to the position. In addition to geographic location, a candidate’s salary is determined by several other factors including, but not limited to, the role, function and associated responsibilities, relevant work experience, skills, required certifications, and education/training.
Additional Compensation
All bonuses at CDM Smith are discretionary and may or may not apply to this position.
