Homeless Services, Manager of Training and Instructional

ICF’s Homeless Services team works with federal agencies, state and local governments, non-profits, and other community partners to implement evidence-based best practices and to innovate and identify new solutions to ending homelessness. ICF is currently seeking an experienced and mission-oriented candidate to support the administration and operation of a Homeless Management Information Systems (HMIS) for a large Continuum of Care (CoC).

The successful candidate will serve in a senior leadership role on the HMIS system administration team, overseeing all personnel and activities related to HMIS training development, training delivery, capacity building, and professional development. The candidate will ensure that trainings delivered to approximately 8,000 HMIS end users in the CoC attain the compliance requirements for HMIS as established by the U.S. Department of Housing and Urban Development (HUD) and the CoC.

The Manager of Training and Instructional Design will be responsible for designing, developing, and delivering high-quality learning experiences that build the capacity of HMIS end users. This role specializes using cutting-edge technology and instructional design methods to deliver in-person and virtual training options that build capacity, maintain compliance, and assure that HMIS is utilized as a tool to prevent and end homelessness.

Please note: This role is contingent upon a contract award. While it is not an immediate opening, we are actively conducting interviews and extending offers in anticipation of the award.

Key Responsibilities:

• HUD and HMIS Subject Matter Expertise
• Liaise with CoC HMIS and data leadership, HMIS vendor, HMIS technical support teams, and other internal and external partners to ensure that gaps in HMIS knowledge and capacity are addressed through training
• Participate in regular meetings with the HMIS vendor to understand features, functionality, and changes to UI/UX
• Implement tracking systems to monitor HMIS end user compliance with training requirements, including the delivery of remedial trainings as part of corrective action plans
• Maintain expert-level knowledge and understanding of HUD and CoC HMIS requirements as they relate to data standards, reporting, privacy and security, and other policies and procedures
• Training Development and Delivery
• Provide high quality training and knowledge transfer opportunities through professional facilitation and presentation skills
• Develop and implement quality assurance and control mechanisms to ensure accurate and accessible content is developed in consultation with appropriate HMIS Lead Agency and HMIS System Administration personnel
• Collaborate across program, policy, and technical teams to ensure trainings align with CoC policy priorities, federal/state/local requirements, and person-centered and trauma-aware practices
• Incorporate feedback loops and shTared learning opportunities with technical support teams to ensure that frequent and/or high-impact training needs identified through help desk and ticketing protocols are addressed through HMIS trainings
• Learning Facilitation
• Incorporate adult learning principles into all aspects of training curriculum and ensuring instructional design maximizes participant engagement and knowledge retention
• Establish metrics to measure the efficacy of trainings and implement changes to training content and/or delivery methods using continuous quality improvement approaches
• Maintain contracts for in-person training laboratories and virtual training platforms to ensure regular and accessible trainings are provided to HMIS end users

Minimum qualifications:

• Bachelor’s Degree in Learning and Development, Organizational Management,  Education, Public Policy, Business or Public Administration, Urban Planning, Social Work Administration, or other relevant field; advanced degree strongly preferred. Equivalent experience may be considered.
• Minimum 5 years of experience developing and delivering training and capacity building materials, preferably for an HMIS software or other comparable information technology platform
• Professional qualifications: Excellent verbal, interpersonal and written communication skills, with the ability to explain complex concepts to non-technical partners and training recipient

• Ability to supervise a team of approximately five HMIS trainers, appropriately providing constructive feedback and professional development/growth opportunities to direct reports

Preferred qualifications:

• Experiencing translating technical concepts to a non-technical audience using evidence-informed practices and adult learning principles.
• Ability to prioritize and manage multiple activities simultaneously in a fast-paced, changing environment while meeting stringent deadlines.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is :

$89,649.00 - $152,404.00
