The Resource Capacity Planning Manager is an experienced IT planning leader responsible for driving enterprise resource capacity planning, producing clear resource capacity forecasts based on historical trends and anticipated future work, and ensuring leaders have actionable insight to align demand, staffing, and delivery priorities.
This individual-contributor role is accountable for establishing planning discipline, strengthening data integrity, and ensuring technology leaders follow consistent capacity-planning practices across the organization. The Manager drives the resource-planning process, influences leadership compliance, and ensures the technology project pipeline is aligned with available engineering, product, and project-management capacity.
Job Responsibility
Platform, Workflow & Data Management (30%)
Own and enhance the planning platform, including workflows, forms, fields, roles, access, data structures, and user experience.
Ensure the planning platform serves as a trusted, centralized source of truth for technology roadmaps, demand, projects, resources, capacity, and portfolio status.
Enforce data standards, governance practices, and quality controls for roadmap, resource, demand, and project information.
Translate user requirements into practical platform enhancements, reporting requirements, and workflow improvements.
Manage user access, security roles, and permissions to safeguard data integrity while enabling appropriate collaboration.
Drive time-entry process adherence and data quality to ensure actual effort, utilization, and capacity information is accurate, timely, and available for planning and reporting.
Metrics, Reporting & Decision Support (30%)
Produce clear resource capacity forecasts using historical utilization trends, demand signals, and anticipated future work to support hiring, prioritization, and contractor-utilization decisions.
Develop reporting that highlights resource supply and demand, utilization, capacity gaps, project pipeline health, delivery risk, and roadmap progress.
Provide routine capacity insights and planning scenarios that help leaders understand tradeoffs and make timely portfolio decisions.
Monitor data quality, reporting adoption, and forecasting accuracy; recommend improvements based on results and stakeholder feedback.
Adoption, Training & Continuous Improvement (20%)
Design and deliver training, user guidance, and enablement for platform users, resource managers, project leaders, product leaders, and executives.
Lead change-management and adoption activities that embed consistent capacity-planning and roadmap-management practices across leaders and planning participants.
Serve as the first point of contact for platform users when system questions, issues, or process breaks arise, coordinating resolution and guidance as needed.
Drive partnerships that connect workforce planning, investment priorities, and resource information into actionable resource plans.
Continuously assess platform utilization, planning maturity, and stakeholder needs; prioritize improvements that increase transparency, efficiency, and business value.
Capacity & Demand Modeling (20%)
Drive a consistent capacity-planning process with technology leaders and resource managers, ensuring demand intake, resource forecasting, and capacity updates are completed accurately and on schedule.
Build and govern rolling demand-capacity forecasts within the planning platform, ensuring leaders have visibility to incoming demand, available capacity, skill-set considerations, and forecast assumptions.
Provide reporting and insights that help leaders identify capacity constraints, skill gaps, sequencing conflicts, and delivery risks while retaining accountability for resource and delivery decisions.
Use capacity data and planning scenarios to drive prioritization discussions, hiring plans, contractor-utilization decisions, and longer-range resource plans with accountable leaders.
Maintain and challenge planning assumptions, role and skill taxonomies, and resource-supply data so leaders produce accurate short- and long-range resource plans.
Job Qualifications
Working knowledge of technology demand intake, capacity planning, resource forecasting, portfolio prioritization, and roadmap-management practices.
Demonstrated experience with Planview or a comparable PPM, portfolio, resource, or work-management platform.
Experience developing dashboards, forecasting inputs, and decision-ready reporting.
Knowledge of data governance, workflow design, access management, process improvement, and change management.
Ability to influence leaders, enforce planning standards, resolve process issues, and drive compliance with established capacity-planning expectations.
Strong analytical, facilitation, communication, and stakeholder-management skills, with the ability to influence leaders across functions.
Ability to translate utilization, demand, capacity, and roadmap data into actionable insights that support leadership planning, prioritization, and resource decisions.
Experience with Planview preferred.
